February 3, 2003 Regular Meeting

Called to Order 7:36 p.m. by President David Weary

Ray Garwacki Jr. Absent, all other officers and members present.

Minutes of January 6, 2003 approved as read..

Treasurer's report: Madge Rogaczewski reported a balance of $ 229.59

· Acton Community Club board has voted to waive rent charges through July.

· Ray Billett Moved to conduct an audit of financial records. Motion Carried

· The Chair appointed Ray Billett, Elizabeth Billett and Edie Jeske as audit committee.

· Michael Hughes raised a question regarding a $500 donation received from Ron Hockman at the Jan. 20 Planning Meeting, and Moved that the check be returned as inappropriate - Motion Carried.

· From the gallery, Mr. Hockman explained that the donation was actually intended for the Acton Community Club. A correction was made and the check was turned over to Edie Jeske as Community Club representative.

ANNOUNCEMENTS / CORRESPONDENCE

Dick Morris :

· A notice of Transportation Summit meeting Feb. 6 at fire station 129.

· A Letter from Calif. High Speed Rail authority indicating Governor has authorized funds for completion of Environmental Impact Study.

· A letter from Sleeping Tiger farms requesting council resolution to support reinstatement of Sheriffs Dept off-road patrols.

· A letter from U.S. Dept. of Agriculture indicating closure of Littlerock Creek area will continue for at least 18-24 months.

PRESENTATIONS

STANDING COMMITTEE REPORTS

Planning & Coordinating Chair Dick Morris

· Letter sent Jan. 22 to Supervisor Antonovich requesting assistance in expediting renewal process for Acton Volunteer Fire Dept. From the gallery, Norm Hickling indicated that Fire Dept will be submitting modified process proposal to Board of Supervisors.

· General Plan update meeting held last Thursday (Jan 30), Housing has been done, expect draft by July. Ray Billett mentioned new satellite mapping system by Los Angeles County with overlays for trails, zoning, Standards Districts etc.

· Dept of Regional Planning is working on code amendments to address 2nd unit issues. Expect draft in 2-3 Weeks.

· From the gallery, Norm Hickling suggested the Council send a letter expressing concerns and desires. Dick Morris will work on draft letter.

Finance, Ways and Means Chair Madge Rogaczewski

· Need to raise funds, thinking about raffle. Working on ideas.

Bylaws Chair Michael Hughes -Nothing to report

Trails, Open Space & Recreation Chair Ray Billet

· Working with San Gabriel Mtn. Conservancy, Los Angeles County Parks and Recreation, and SCV Trails Advisory Council. Problems have occurred with rapid changes in County personnel, have lost track of focus and records. Back to square one with rehab trailhead, need to re-do Environmental study.

Publicity Chair Georgia Cushman -Nothing to report

Utilities Chair Donald Jordan --Nothing to report

Community Standards Chair Michael Hughes -Nothing to report

 SPECIAL COMMITTEE REPORTS

Beautification Co-Chair Georgia Cushman - Madge Rogaczewski

· Some new graffiti should be cleaned by now.

· Some complaints from residents on Sourdough Rd. regarding lighting at Country Club Feed. Madge checked and confirmed lighting is not in compliance with Acton Community Standards Ordinance - Will follow-up.

Drainage and Roads Chair David Eisner –-Nothing to report

Santa Clara River Steering Committee - Liaison Ray Billet

· Have hired group to work on enhancement management plan. Ray Billett presented draft to be submitted expressing guidelines from Acton Community Standards Ordinance. Dick Morris Moved to send letter to management group Motion Carried (unanimous)

Community Park Committee Liaison Dick Morris

· New group at Los Angeles County redefining priorities and working to get things going.

Community Club Liaison Michael Hughes

· Upcoming events: Jazz Club Feb. 15 - Lions Las Vegas Nite Mar. 8. Tickets available for Jazz club.

Acton Chamber of Commerce Liaison Madge Rogaczewski

· Board Meeting at Pizza Place Feb. 25. Luncheon at La Cabaña Feb. 12, Speaker will be test pilot from Edwards.

Santa Clarita Valley General Plan - Chair David Weary -Nothing to report

Traffic Committee Co-Chair Georgia Cushman, Madge Rogaczewski, David Eisner.

· Meeting set for Mar. 13 7:00 p.m. at Hedgecock Hall with Calif. Highway Patrol officer Moore, Sheriffs Dept Deputy Jennings, and traffic representative from Los Angeles County.

Library Committee Liaison Ray Garwacki Jr.

· Dick Morris reported on success of community meetings. Ray Billett expressed concerns regarding possible inclusion of non-essential amenites.

OPEN FORUM

· Edie Jeske voiced objections that chain-link fencing at freeway underpasses are blocking equestrian access. Council will fax letter to Supervisor Antonovich via Norm Hickling.

· Lynne Sickler asked about letter regarding proposed block wall around R.V. storage area on Soledad Cyn Rd. between Gillespie and Smith (motion by Ray Garwacki Jr. Jan. 6 2003 regular meeting ). Dick Morris will check with Ray Garwacki Jr. and draft letter himself if necessary.

· Ron Hockman indicated that fuel tanks have been removed at old Crown Valley Mkt. site. He still has no definite plans for the site.

· Norm Hickling mentioned the problem of water theft from local hydrants. Suggested members of Council encourage people to watch for occurrences and notify him.
