MINUTES

April 1, 2002 Regular Meeting
Acton Community Center

Called to order 7:33 p.m. by President David Weary

Donald Jordan, Ray Garwacki Jr., & Bill Daniels absent, all other officers and members present.

Minutes of March 4, 2002 meeting approved as read.

Treasurer Leona Sexton - Reported a balance of $ 461.46

ANNOUNCEMENTS / CORRESPONDENCE

· Dick Morris reported on Mar. 21 meeting at Dept of Regional Planning. Discussed trails and equestrian easements, lot line adjustments, & Acton Community Standards Ordinance issues. Should be getting earlier notices on proposed projects.

· The Chair announced that Kathy Howald will act as alternate for Ray Garwacki Jr. on Acton/Agua Dulce community library committee.

PRESENTATIONS

· Kathy Howald, representing the Soledad Cyn. Trails Committee, discussed progress of regional trails. The committee is working with United States Forest Service and the group working on the Santa Clarita General Plan. She asked that the Council provide representation on these issues. The Chair suggested Ray Billett – will discuss later.

STANDING COMMITTEE REPORTS

Planning & Coordinating Chair Dick Morris

· Representatives of Adelphia Cable gave an update report on their progress in upgrading the Acton Cable system.

Expect to be complete in 2 to 3 months.

· Public hearing for a 5-year renewal of mining permit (SM00-21) scheduled for April 10. Michael Hughes Moved to take position of no opposition – Motion Carried (unanimous)

· On the question brought by Dennis Kilcoyne (March 4 regular meeting), it was suggested that a lot line adjustment would be the most viable alternative.

· Some complaints have been voiced regarding outside lighting at the new Crown Valley Community Church on Sierra Highway. Ed Freeman will check on it.

Santa Clara River Steering Committee - Liaison Ray Billet -Nothing to Report

Community Park Committee Liaison Leona Sexton -Nothing to Report

· Kathy Howald indicated signs being placed to indicate future site of Park. David Weary noted that park location is shown on new issue of Thomas Guide.

Community Club Liaison Dick Morris

· Gymkhana and breakfast will be held April 7.

· Chamber mixer (Adelphia) scheduled for April 18.

· Revlon run/walk May 11.

· Chamber Box-car Derby planned for Oct. 5.

· Little Night Music set for June 1.

Acton Chamber of Commerce Liaison Michael Hughes

· Acton Community Picnic tentative for August 18. Trying to arrange Thousand Trails location.

Santa Clarita Valley General Plan - Liaison Leona Sexton, Bill Daniels -Nothing to Report

Traffic Committee Co-Chair Leona Sexton, Georgia Cushman.

· Working on getting meetings set up.

OPEN FORUM

· From the gallery, Lillian Smith raised the question of adjusting the boundaries of the Acton Community Standards District. Michael Hughes indicated that it was not feasible to re-open the Acton Community Standards Ordinance at this time.

The Chair called a recess for an executive session. The members retired to the kitchen. Upon their return, Michael Hughes reiterated the position of not opening the standards for the boundary question, and suggestion to Dennis Kilcoyne that a lot line adjustment would be the least problematic avenue to pursue.

The Chair announced the next regular meeting to be held May 6, 2002, 7:30 p.m. Acton Community Center.
