March 19, 2001 Regular Meeting

Called to Order 7:30 p.m. by President David Weary

Doug Barnett absent, All other officers and members present.

Minutes of Feb. 19, 2001 meeting approved as published.

Treasurer Leona Sexton reported a balance of $ 961.81

ANNOUNCEMENTS / CORRESPONDENCE

Planning & Coordinating committee chair Dick Morris announced some proposed changes in water quality standards. We have until June 15 to respond. Ray Billet has info and will review and report later.

PRESENTATIONS

Appointment to fill council seat vacated by Chrys Hamper

Vice President Dick Morris introduced the following candidates for the position:

· Edgar Brekke · Georgia Cushman · Craig Mount

· Bruce Pierce · Randy Newman

(Candidate John Libby withdrew his application due to an increased work schedule.)

The Chair called an Executive Session to select the replacement, and returned with the ballots.

Trails, Open Space & Recreation Chair Ray Billet

· Discussed concerns about equestrian access through Crown Valley Rd. underpass at SR14. Will investigate and report.

Publicity Chair Calvin Oglesby -Nothing to Report

Utilities Chair Doug Barnett -No Report

Community Standards Chair David Weary -Nothing to Report

Beautification Chair Ray Garwacki Jr.

· Household Hazardous Waste collection April 21 at the following locations:

Lancaster- 43422 10th St W 9 a.m. to 3 p.m.
Lake Los Angeles- Vista San Gabriel Elem. School, E Ave O / 180th St E, 9 a.m. to 2 p.m.

· Tire Amnesty Day April 21 at the following locations:

L.A. County road maint. Yard #555, 17341 E Ave J, 9 a.m. to 3 p.m.
L.A. County road maint. Yard #558, 8505 E Ave T, 9 a.m. to 3 p.m.
Parking lot at 823 W Ave K, 9 a.m. to 3 p.m.

· From the Gallery, George Miller indicated community cleanup April 14-21. Waste Management will provide Roll-off Containers. We need to establish locations. Will discuss with Ray Garwacki Jr. after meeting.

Drainage and Roads Chair Doug Barnett -No Report

Rural Town Council Liaison Cal Oglesby

· Meeting this week in Littlerock.

Santa Clara River Steering Committee Liaison Ray Billet

· Friends of the River will meet April 1, 12 noon at Blum Ranch for lunch, and take field trip down the Santa Clara River to Santa Clarita.

Community Park Committee Liaison Leona Sexton

· Meeting held February 20, at Hedgecock hall. Trying to reduce costs. Additional funds have been released.

Community Club Liaison Dick Morris

· Mar 9 /10 "Silver Spittoon Saloon" was a success. Little Night Music scheduled for June 2.

Appointment to fill council seat vacated by Chrys Hamper

· Vice President Dick Morris announced the appointment of Georgia Cushman to replace Chrys Hamper .

Ms Cushman was seated.

· The Chair thanked all who applied.

OLD BUSINESS

· Leona Sexton read a letter from James Hartl, L.A. County Dept. of Regional Planning, indicating that Acton could discontinue participation in Santa Clarita Valley general plan development at any time prior to finalization.

Bill Daniels Moved to participate in the Santa Clarita Valley general plan development process, in view of letter from Mr. Hartl. Motion Carried (unanimous)

The Chair appointed Leona Sexton to chair a committee to work on this process. Bill Daniels and Georgia Cushman will participate. From the Gallery, Edie Jeske and Randy Newman volunteered to participate.

NEW BUSINESS

· From the Gallery, Elizabeth Billet raised the question of the L.A. County Dept. of Public Works denial that the Acton Community Standards District specifies Equestrian use for trails in new subdivisions. Leona Sexton pointed out Section C 10 of the Acton Community Standards Ordinance which states "Unobstructed multipurpose pathways for both pedestrian and equestrian uses shall be required in each new subdivision" .

· The Chair announced the Public Hearing for Albertson's Conditional Use Permit has been scheduled for May 30, in the council chamber at Santa Clarita City Hall, 4 to 7 p.m.

OPEN FORUM

· From the Gallery, Randy Newman inquired as to the possibility of making the Acton Community Standards Ordinance commercial signage provisions retroactive. L.A. County will not allow.

ADJOURNMENT

The Chair announced the next regular meeting to be held April 2, 2001, 7:30 p.m. Acton Community Center .
