MINUTES

June 5, 2000 Regular Meeting
Acton Community Center

Called to Order 7:40 P.M. by President David Weary

Dick Morris & Ray Garwacki Jr. absent - All other officers and members present.

Minutes of May 1, 2000 meeting approved as read.

Treasurer Leona Sexton reported a balance of $ 683.29.

ANNOUNCEMENTS / CORRESPONDENCE

The Chair announced receipt of :

· A thank you card from Acton resident Carole Frances concerning trails issues discussed at the last Planning Meeting.

· A copy of a letter from Acton resident Vincent Taglieri to Michael Antonovich expressing concerns about the possibility of future zoning violations which may occur at 33055 Crown Valley Rd.

· A semi-annual status report on illegal dumping from Harry Stone, L.A. County Dept. of Public Works.

· A bill from BPC, Publishers of L.A. County Codes.

The Chair announced the following:

· Dedication ceremony for the new Vincent Grade/Acton Metrolink Station was held Friday, June 2.

· L.A. County Dept. of Regional Planning Public Hearing to be held June 6, concerning Watt Enterprises Jones Canyon development (TM46205).

· L.A. County Dept. of Regional Planning Public Hearing scheduled for June 20, concerning hillside management issues on TM 52882, Nova Development Carson Mesa Project.

PRESENTATIONS

· Representatives from L.A. County Dept. of Public Works presented details of the upcoming project involving Soledad Cyn. Rd. between West Crown Valley Rd. and Bootlegger Cyn Rd. Proposal will include left turn pockets at Bootlegger and Crown Valley, widening of Soledad Cyn Rd. and a westbound passing lane. Bid proposals should be published in about 3 months. Some questions from the floor included: General traffic and passing problems, Aliso Cyn bridge project, truck traffic possibly resulting from Transit-Mixed Concrete project, and changes to be implemented in the area of Vasquez High School . County reps indicated they will research these concerns and respond.

· Brady Watt, representing Watt Enterprises, described progress of their Jones Canyon tract (TM46205). Some changes made since the project was first presented to the council (12/4/89 Regular Meeting ) by original developer Stan Fargeon include removal of gated community concept, and reduction in amount of grading. Mr. Watt proposes to unitize the tract into Phases. Phase One to consist of one unit only. Public Hearing to be held June 6. Leona Sexton Moved to draft letter indicating that the Council has reviewed, and will continue to review, the project and its compliance with the Community Standards, and supports the approval of Phase One. Motion Carried (4-2) Ray Billet and Doug Barnett dissenting.

· David Weary reported committee is working on of Town Council Information Survey from L.A. County.

Finance, Ways and Means Chair Leona Sexton

· Still working on Fund-Raising raffle ideas.

Trails, Open Space & Recreation Chair Ray Billet

· Next Acton-Agua Dulce Trails Council meeting set for Monday June 12, at the Pizza Place.

Publicity Chair Chrys Hamper -Nothing to Report

Utilities Chair Doug Barnett -Nothing to Report

Community Standards Chair Calvin Oglesby -Nothing to Report

SPECIAL COMMITTEE REPORTS

Beautification Chair Chrys Hamper -Nothing to Report

Drainage and Roads Chair Bill Daniels -Nothing to Report

Rural Town Council Liaison Calvin Oglesby

· Chrys Hamper attended Quartz Hill Town Council meeting and talked to Sheriff Baca. He indicated a willingness to come to Acton Town Council meeting some time in late summer.

Santa Clara River Steering Committee Liaison Ray Billet -Nothing to Report

Community Park Committee Liaison Leona Sexton

· Committee will meet with L.A. County Parks & Recreation personnel on June 7, 1:00 p.m. at Acton Community Center .

Community Club Liaison Dick Morris

· David Weary announced he has tickets available for Little Night Music concert to be held June 10, 7:00 p.m.

Tickets are $14 adults and $6 child under 12.

Election Committee Chair Ray Billet

· Has been reviewing Bylaws

· There are four (4) seats up for election.

OLD BUSINESS

· Ray Billet expressed concerns about ramifications of a proposed flood-alternate road in the Nova project on Carson Mesa (TM 52882). David Weary will contact L.A. County for more information.

NEW BUSINESS

· Some discussion concerning Acton Town Council participation in Acton 4th of July Parade. May have booth at Acton Community Center after parade. No action taken.

· Calvin Oglesby will attend L.A. County Sheriffs Dept. advisory meeting on June 7.

The Chair announced the next regular meeting to be held June 19, 2000. 7:30 p.m. Acton Community Center.

The July Regular Meeting will be on July 17 (no meeting on July 3).
