April 3, 2000 Regular Meeting
Acton Community Center

Called to Order 7:35 P.M. by President David Weary

Dick Morris absent - All other officers and members present.

Minutes of Mar. 6, 2000 meeting approved as read.

Treasurer Leona Sexton reported a balance of $ 895.14.

ANNOUNCEMENTS / CORRESPONDENCE

David Weary announced receipt of :

· A copy of Vasquez Voice, Vasquez High School newsletter .

· An invitation to a breakfast with Joy Picus and Michael Antonovich regarding the Antelope Valley Children's Planning Council, to be held at Desert Inn on May 26.

· Notice of a meeting for L.A. Expansion Task Force on April 6 at Palmdale Cultural Center.

· Copy of article from A.V. Press regarding hiring of Airport Consultant.

· Correspondence regarding Antelope Valley Environmental Pride day to occur in the Spring of 2001. Item referred to Beautification Committee.

· Packet of info regarding Illegal Dumping enforcement program.

· Update information on Hi-Speed Train.

· Copy of letters from Acton residents to L.A. County Board of Supervisors concerned with Transit-Mixed Concrete project.

Ray Garwacki Jr.

· Received communication from property appraisal company working on park property.

· Noted that Ritter Ranch may be coming out of bankruptcy.

PRESENTATIONS

· Chrys Hamper reported on conditions and regulations regarding newspaper stands. Permit not required if on private property. Code amendment is on L.A. County Board of Supervisors agenda to reduce permit fee from $40/yr for each stand to $28/yr for first stand and lower for additional stands. Some discussion as to whether the Council should take a position on this amendment. No action taken.

· The Chair indicated receipt of another letter from Carole Francis concerning trail issues already addressed. Consensus was that response will not be necessary.

· Denise Sedore presented information on the work of the newly formed Friends of the Library group, and the process of trying to secure a library for the Acton/Agua Dulce area. The Chair appointed Ray Garwacki Jr. as liaison to the Friends of the Library, and Dick Morris as alternate.

· The Chair announced that the Transit-Mixed Concrete appeal hearing has been set for May 23.

· The Chair announced the Public Hearing for TR52637 (Weary) scheduled for April 4.

The Chair called a five minute recess.

· National Forest trails still on hold due to sensitive archaeological sites.

· Attended Agua Dulce Town Council meeting March 8 concerning proposals for re-alignment of Pacific Crest Trail.

Community Standards Chair Calvin Oglesby -Nothing to Report

· Reported on success of recent hazardous waste round-up.

Drainage and Roads Chair Bill Daniels -Nothing to Report

· Calvin Oglesby reiterated concern about Juniper at Crown Valley Rd. and Gillespie.

Rural Town Council Liaison Chrys Hamper reported on:

· Town Council photo ID cards for L.A. County Sheriffs Dept.

· Quarterly Community Advisory Committee meetings to provide input to L.A. County Sheriffs Dept.

· Possibility of L.A. County Sheriffs Dept. Acton sub-station.

· Lee Baca to attend Lake L.A. Council Meeting tentative April 21.

· L.A. County Regional Planning Commission preparing for revision of General Plan.

· Illegal Dumping Sub-Committee getting results. Some convictions in Antelope Valley . Planning billboard in Acton.

Santa Clara River Steering Committee Liaison Ray Billet -Nothing to Report

Community Park Committee Liaison Leona Sexton

· Revised plans expected in June.
