Called to Order 7:34 P.M. by President David Weary

All Officers and members present.

Minutes of Jan. 3, 2000 meeting approved as corrected.

Treasurer Leona Sexton reported a balance of $ 1050.14.

ANNOUNCEMENTS / CORRESPONDENCE

David Weary announced receipt of :

· Watershed Management Survey Questionnaire from L.A. County.

· Documents from Calif. Regional Water Quality Control Board concerning waste discharge requirements for Serengeti Ranch.

· L.A. County Regional Planning Commission Public Hearing scheduled for renewal of TM47718 (68 SF Lots on 200ac Crown Valley Rd. north of Clayvale.) and Conditional Use Permit 89-163(5) (Hillside Management).

· L.A. County Board of Supervisors hearing Feb. 8 to consider downgrading of Crown Valley Rd.

Trails, Open Space & Recreation Chair Ray Billet -Nothing to Report

Problems arising with U.S. Forest Service on implementation of new trails. Mostly for motorized vehicles, with little or no provision for safe equestrian or pedestrian use.

· Litter cleanup area of Crown Valley Rd. / Antelope Woods, and south side of Sierra Hwy. West of Crown Valley Rd.

· Received information regarding conditions west end of Escondido at Jones.

· Investigating construction materials storage at 33515 Santiago rd.

Drainage and Roads Chair Bill Daniels

· L.A. County will investigate view obstructions at Crown Valley Rd. / Gillespie.

Rural Town Council Liaison Cal Oglesby -Nothing to Report

Santa Clara River Steering Committee Liaison Ray Billet

· Still trying to hire consultant to prepare materials for Public Hearings.

Community Park Committee Liaison Leona Sexton -Nothing to Report

Community Club Liaison Dick Morris - No Report

Calif. Regional Water Quality Control Board - David Weary

· Received information on general waste discharge requirements for Serengeti Ranch. No monitoring wells required. Waste material will be trucked out.

OLD BUSINESS

· Chrys Hamper indicated that HR3060 currently in the Energy & Mineral Resources Sub-Committee would purportedly prevent mining operations such as proposed by Transit-Mixed Concrete in Soledad Cyn. Suggested that letters be written in support of this bill.

NEW BUSINESS

OPEN FORUM

· Rick Hall defined his new plans for an archery facility to be located on Buffalo Ridge Rd. east of Sunrise View. He would like the Council to study the project, conduct a site visit, and provide a letter of support contingent upon L.A. County approval.

· Some residents expressed concerns over proliferation of off-road motorcyclists and their effect on Equestrian safety, and the environment. Clarification of existing laws is needed. Calvin Oglesby will try to arrange for L.A. County Sheriffs Dept. to address the issue at the Mar. 6 Regular Meeting .

· Lillian Smith addressed the issue of the current proposal by L.A. County to institute a "Light Recreational Zone". Suggested the Council should investigate possible ramifications for the community.

· Lynne Sickler invited all to attend the Acton Chamber luncheon meeting on Feb. 9 11:30 a.m. at the Sizzler.
