November 6, 2000 Regular Meeting
Acton Community Center

Called to Order 7:37 P.M. by President David Weary

Leona Sexton, Chrys Hamper & Bill Daniels absent, All other officers and members present.

Minutes of October 2, 2000 meeting approved as published.

Treasurer Leona Sexton --No Report

The Chair appointed Dick Morris to chair the Nominating Committee. Mr. Morris then selected Calvin Oglesby, and Ray Billet as members of the committee.

ANNOUNCEMENTS / CORRESPONDENCE

Secretary Ray Garwacki Jr. announced receipt of the following :

· A notice from L.A. County Dept. of Public Works indicating the next meeting of the Illegal Dumping Sub-Committee scheduled for November 8, at 42110 6th St. West, Lancaster.

· An invitation to an open house on November 29 in Santa Clarita.

· An invitation to the Palmdale Chamber of Commerce Christmas Parade on Dec. 9.

PRESENTATIONS

STANDING COMMITTEE REPORTS

Planning & Coordinating Chair Dick Morris

· Personnel from District 37 and AVEK will be on hand for the November 20 Regular Meeting.

· Has copies of Negative Declarations for District 37 proposed annexation.

· Has copies of Negative Declarations for Arrastre Canyon staging area.

· L.A. County Board of Supervisors Public Hearing on Transit-Mixed Concrete scheduled for January 23.

· Public Hearing Dec. 5, Conditional Use Permit for Sprint Wireless Communication Facility with 50ft monopole at 1929 w. Sierra Hwy. Doug Barnett Moved to send letter of opposition, and ask that they collocate with existing site requiring only 15ft tower. - Motion Carried (unanimous)

Finance, Ways and Means Chair Leona Sexton -No Report

· Digital camera raffle net gain $ 675.05.

Bylaws Chair Ray Garwacki -No Report

Trails, Open Space & Recreation Chair Ray Billet

· Concerns expressed by Acton-Agua Dulce Trails Council regarding lack of trail specifications on current draft of Coussoulis project. Doug Barnett Moved to send letter to L.A. County Dept. of Regional Planning, Jim McCarthy, Dept. of Parks & Recreation, and Coussoulis Development reminding them of the agreement to provide trails and trail access. - Motion Carried (unanimous)

· Will look into adding equestrian trail along Crown Valley Rd. under SR14 while new lanes are being done.

Publicity Chair Calvin Oglesby

· It was agreed that minutes could be posted, and Agendas should be done sooner.

Utilities Chair Doug Barnett -Nothing to Report

SPECIAL COMMITTEE REPORTS

Beautification David Weary reporting for Chrys Hamper

· Billboard behind McDonalds has been removed.

· Working with Caltrans to better enforce Adopt-a-Highway program.

Drainage and Roads Chair Bill Daniels -No Report

Rural Town Council Liaison Calvin Oglesby

· Met in Acton, George Runner supported 9 Supervisors.

· Met in Agua Dulce, Michael Antonovich representative supported 5 Supervisors.

Santa Clara River Steering Committee Liaison Ray Billet -Nothing to Report

Community Park Committee Liaison Leona Sexton --No Report

Community Club Liaison Dick Morris

· Community Club will present "A Christmas Carol" on Dec. 8 & 9.

OLD BUSINESS

· The Chair reported on proposed amendments to L.A. County General Plan as regards to Acton being in Antelope or Santa Clarita Valley, or possibility of being split between the two.

NEW BUSINESS

· Dick Morris indicated intention to present draft letter at next meeting concerning plans for Sheriff's Sub-Station.

· From the Gallery, Lillian Smith reported on the results of her recently published survey concerning a proposal to increase the height of wind generators allowable without Conditional Use Permit. Majority of respondents were opposed.

The Chair announced the next regular meeting to be held November 20, 2000. 7:30 p.m. Acton Community Center.

The December Regular Meeting to be held December 18, Acton Community Center (to be held in the kitchen) .
