January 3, 2000 Regular Meeting
Acton Community Center
Called to Order 7:35 P.M. by President Pro-tem Dick Morris
All Officers and members present.
The Chair announced that due to procedures inconsistent with the Acton Town Council Bylaws, the election of officers conducted during the Dec. 6, 1999 Regular Meeting is null and void.
President Pro-Tem Dick Morris appointed a Nominating Committee consisting of Bill Daniels (chair), Chrys Hamper, and Calvin Oglesby .
Minutes of Dec. 6, 1999 meeting approved as published.
Treasurer Leona Sexton reported a balance of $ 1090.14. Acton Community Center rental has been paid through 1999.
ELECTION OF OFFICERS
The Nominating Committee presented the following slate of candidates for office:
President : David Weary
Vice Pres. : Dick Morris
Treasurer : Leona Sexton
Secretary : Ray Garwacki
There were no nominations from the floor.
Each of the candidates were then elected by secret ballot.
The President Pro-tem vacated the chair and passed the gavel to President David Weary.
ANNOUNCEMENTS / CORRESPONDENCE
Dick Morris announced :
· Documents received from Calif. Regional Water Quality Control Board concerning projects by Weary & Assoc. and Crescent Bay.
· Association of Rural Town Councils meeting to be held Jan. 5, 7:00 p.m. in Leona Valley. Supr. Michael Antonovich and staff will be present. All council members are requested to attend.
· Council Field Trip to the clay mines in national forest above Arrastre Cyn. Will meet at Acton Unocal on Sat. Jan 8, 9:00 a.m. The clay mine operator is asking for increase from 5 to 30 acres and new 20yr contract.

· Suggested council go to L.A. County Dept. of Regional Planning to establish dialogue with new staff members.

· Dick Morris suggested review of process for election of officers.

· Abandoned vehicle removed from Red Rover south of Sierra Hwy.
· Received information regarding conditions at Robins Nest, will turn over to Dumping Committee.
· Raised questions concerning objectionable signage. Ray Garwacki will review county codes and Acton Community Standards Ordinance.

· Reiterated importance of Wed. meeting at Leona Valley.

Calif. Regional Water Quality Control Board - David Weary
· Received information on general waste discharge requirements for Weary & Assoc. and Crescent Bay / Nova Developments.
OLD BUSINESS
· Dick Morris read a draft letter for L.A. County Dept. of Public Works expressing concerns over the proposed closure of Aliso Cyn. Rd. for bridge reconstruction. Proposed detour alternative to closure.
· Ray Billet moved to send letter to include concerns of emergency fire access, and cc to U.S. Forest Service and L.A. County Fire Dept. Motion Carried unanimous.
